The White House’s former top Latin America official has said he fears the US could stumble into a protracted guerrilla war in Venezuela after Donald Trump ordered a military strike on a boat in the Caribbean Sea, killing 11 alleged drug traffickers.
Tuesday’s controversial strike off the Venezuelan coast – which was reportedly carried out by an attack helicopter or Reaper drone – came after the US president ordered a major naval deployment to the region, ostensibly to combat South American drug traffickers.
On Wednesday, the secretary of defense, Pete Hegseth, told Fox News the attack was designed to send a clear message to Venezuela’s authoritarian leader. “The only person that should be worried is Nicolás Maduro … who is effectively a kingpin of a narco-state,” Hegseth said, comparing the operation to US strikes on Iranian nuclear sites and Houthi targets in Yemen.
The military buildup in the Caribbean has left some wondering if Trump is plotting to remove Maduro from power by force, despite the fact that in some ways his Venezuela policy has softened since he returned to the White House with the resumption of deportation flights and the easing of sanctions. Asked if the administration was seeking regime change in Venezuela, Hegseth said that was a decision for the president but added: “We are prepared with every asset that the American military has.”

Venezuela says it has begun three days of military exercises on its Caribbean island of La Orchila as tensions soar amid US military activity in the region. Forces deployed for what Washington called an anti-drug operation have blown up at least two Venezuelan boats and a combined 14 people allegedly transporting drugs across the Caribbean this month – a move slammed by UN experts as “extrajudicial execution”. The strikes and a deployment of US warships in the region have raised fears of an invasion in Venezuela, whose president, Nicolás Maduro, has been accused by Washington of being a cartel leader. The exercise ordered by Maduro as commander-in-chief was baptized “Sovereign Caribbean”, said the defense minister, Vladimir Padrino López. “There will be air defense deployments with armed drones, surveillance drones, submarine drones … We are going to implement electronic warfare actions,” he said on Wednesday, citing the “threatening, vulgar voice” of the US. Public television showed images of amphibious vessels and warships deployed off La Orchila, where Venezuela has a military base. The armed forces said the exercises would involve 12 ships, 22 aircraft and 20 small boats from the “special naval militia”. La Orchila island is close to the area where the US intercepted and held a Venezuelan fishing vessel for eight hours over the weekend.

Nicolás Maduro is ready to declare a state of emergency in the event of a US military attack on Venezuela, the country’s vice-president has said, warning of “catastrophic” consequences if such an onslaught materializes.
Donald Trump’s administration has turned the heat up on Caracas in recent weeks, with a major naval deployment in the Caribbean Sea and a series of airstrikes on Venezuelan boats that have killed at least 17 people.
Washington claims its attacks are part of an offensive against Latin American drug cartels who are smuggling cocaine and fentanyl into the US.

Stephen Miller, the White House deputy chief of staff, has played a leading role in directing US strikes against suspected Venezuelan drug boats, according to three people familiar with the situation. At times, his role has superseded that of Marco Rubio, the secretary of state and national security adviser.
The strikes on the Venezuelan boats allegedly carrying narcotics, which the administration has claimed were necessary because interdiction did not work, have been orchestrated through the homeland security council (HSC), which Miller leads as the homeland security adviser.
Miller empowered the HSC earlier this year to become its own entity in Donald Trump’s second term, a notable departure from previous administrations where it was considered part of the national security council and ultimately reported to the national security adviser.
